Obamacare woes frustrating Democrats’ 2014 prospects [ BeritaTerkini ]

WASHINGTON (Reuters) – The chaotic launch of President Barack Obama’s healthcare law has Democrats in Congress increasingly anxious about its potential impact on them in the 2014 elections and scrambling to protect themselves if the program’s problems persist.

Particularly nervous is a group of 16 Senate Democrats who are defending their seats next year, as Republicans will seek a net gain of six seats to try to take over the 100-seat chamber.

Some of the Democrats, such as New Hampshire’s Jeanne Shaheen, represent states where enthusiasm has been high for the Affordable Care Act. Among other things, the law aims to provide inexpensive health insurance to many of the estimated 15 million Americans with little or no coverage.

Others, such as Mark Pryor of Arkansas and Mary Landrieu of Louisiana, represent conservative states where skepticism has been fueled by Republican attack ads discouraging participation.

The balky website, HealthCare.gov, has been unable to process an untold number of applications for insurance since its debut on October 1, and the frustration both types of Democrats have had with it was evident on Thursday.

White House Chief of Staff Denis McDonough was summoned to the Capitol for a closed-door meeting with all Senate Democrats and peppered with “tough and pointed” questions about the program, one Senate Democratic leadership aide said.

The senators told McDonough that they wanted to see more progress in getting the site working efficiently, and that the administration had to do a better job of communicating its successes and failures in implementing the biggest legislative achievement of Obama’s presidency.

Telephone calls and letters from disappointed constituents began pouring into Shaheen’s offices almost immediately after enrollment in Obamacare began with a thud last month, when it immediately became clear that navigating HealthCare.gov was vexed.

Administration officials have said most of the site’s problems will be fixed by November 30.

Even so, Shaheen gathered nine other Democratic senators to encourage the White House to extend the initial enrollment period beyond March 31.

“The rollout of the new law was a disaster. The administration had three years to prepare,” Shaheen told Reuters. “They clearly dropped the ball.”

The senator is feeling pressure from voters partly because she was a vocal advocate of the healthcare law, which could help about 130,000 uninsured people in her tiny state, as well as many others who have insurance that does not cover preexisting health conditions or that has significant limits on benefits.

Shaheen is widely seen as having a strong chance of winning a second six-year term next year. But several other Senate Democrats running for reelection, including Pryor and Landrieu, are likely to face tough challenges from conservative Republicans.

Obamacare’s stumbles are a particular problem for them as they defend a landmark law they helped write and still believe in.

LIMITING THE DOWNSIDE

Several Democrats have offered proposals that could be rushed onto the Senate floor if computer wizards cannot make the healthcare site more functional within the next month – and if a controversy does not die down over revelations that some people will lose health insurance plans they like, despite Obama’s earlier assurances to the contrary.

Landrieu said Wednesday that she was crafting a bill to allow anyone who is satisfied with their current insurance to retain it.

Senator Joe Manchin, a conservative Democrat who is not up for reelection next year but whose state is increasingly trending Republican, has called for a one-year delay in requiring individuals to sign up for health insurance, echoing arguments made by many Republican lawmakers.

Of the 10 Senate Democrats urging an extension of the March 31 deadline for people to sign up or face a penalty, seven, including Shaheen, face reelection next year.

“The fundamental reason for doing the Affordable Care Act continues to exist,” Shaheen said. “Prices for health insurance were going up at a rate that was increasingly unaffordable. Too many were not able to get health insurance.”

But the snafus have raised her and other Democrats’ political antennae.

If “getting too far out on a limb” for Obamacare started to feel risky and the limb began to crack, said Dante Scala, a political science professor at the University of New Hampshire, Shaheen is “going to get closer to the trunk of the tree.

“That’s what we’re seeing” in the proposal to extend the Obamacare enrollment deadline, Scala said. While looking out for her constituency, “I think she’s trying to limit her personal downside,” too.

The frustration among Democrats is also evident in the Republican-led U.S. House of Representatives. They are not likely to win enough votes to take over the 435-seat chamber, where the Republican majority has voted more than 40 times to repeal Obamacare, claiming it will destroy jobs and raise medical costs.

Some Democrats describe feeling let down by the administrative shortcomings.

Democratic Representative Elijah Cummings of Maryland told Reuters that he offered some firm advice to Obama during a recent meeting.

“I think what the president has to do (is) … own the problem,” Cummings said. “Then he’s got to say, step-by-step, exactly how it’s being fixed and what kind of progress is being made.”

TROUBLE AHEAD?

For now, the Democrats are mostly stuck in a wait-and-see mode, hoping the administration meets its self-imposed November 30 deadline for eliminating the website’s glitches.

“If the Obama administration fixes it and people start signing up, then we’re in a good spot,” said a Senate Democratic aide, “and you won’t see much of a liability” from the messy rollout. If they don’t, “then we’re going to have trouble” heading into the 2014 elections.

Democratic lawmakers have indicated it is increasingly urgent that people in their states begin to see benefits from Obamacare soon, or else the situation will feed critics’ claims that the program is a failure.

Pryor is the only remaining Democrat in the congressional delegation representing Arkansas, where Obama was trounced by Republican Mitt Romney in the presidential election last year.

During an interview with Reuters, he said misperceptions about Obamacare dominate many of his conversations with constituents. Some people didn’t like it, but “others who have looked at the (costs) … are actually pleased.”

He said some voters have been led to believe that the government itself is selling insurance, rather than arranging for the sale of coverage from private carriers, with government subsidies reducing costs for those with lower incomes.

By the November 2014 elections, people will have had about a year’s worth of experience with Obamacare, Pryor said. He cited private studies projecting that the law will help rural hospitals and the overall economy in Arkansas.

Republicans see an opposite scenario, one they say will boost their election chances next year.

The National Republican Congressional Committee, which strives to elect Republicans to the House of Representatives, is targeting seven seats held by Democrats who represent districts that have voted for Republicans in the last three presidential elections.

Several of those Democrats proudly voted for the healthcare act, said spokeswoman Andrea Bozek. “Now it’s time for them to be accountable for the failures of this law.”

Let's face it—not everyone loves dogs and cats. Some people even downright dislike them. And that can take a toll on even the strongest relationships. Clip this primer and pass it along to your dog-despising friends, feline-fearing family members, or anyone you know who simply doesn't know how to act around your pet.

(Note to you non pet lovers: Hey, we pet lovers know that sometimes we seem strange. But trust us—we love our dogs and cats, and we'll love you for making the effort.)

1. DON'T call our male pet "she" and vice-versa. Perhaps the primary pet peeve of animal owners is hearing their four-legged friend's gender bungled. Seth Mills-Cannon, of Portland, Ore., owner of felines Buzz and Crypto, says it drives him nuts. "I don't like it when people assign the wrong gender to my cats," he says. "Either don't say 'he' or 'she,' or just ask." And hey—why not go the extra mile and learn our pet's name? Then all gender confusion is eliminated. P.S. Ix-nay on using the word "it" to refer to our pets!

2. DO include our pet in plans when possible. We know we can't bring our dogs everywhere, but we'd love it if they were invited to canine-friendly events. San Diego–based speaker and author Susan L. Gilbert, mom to dogs Spencer, Sam, and Anabell, notes, "We all know families who like to bring their children with them to picnics and parties—well, some dog owners feel the same way about their four-legged kids." Gilbert's advice: "Be understanding. As long as a dog is well-behaved, housebroken, and not a shedder, what can it hurt?" And there's a bonus, Gilbert says: "The four-legged kids and the two-legged kids will help amuse each other and allow the adults some adult big-people time."

3. DON'T act disgusted. "You let your dog sleep on your bed?" "Your cat sits in the dining room while you eat?" We can hear that note of revulsion in your voice. And when you make a face and shoo our pet away? We notice that too. Even though you may not understand, we don't think our pets are gross, dirty, or smelly (well, except maybe after they rolled in that dead salmon). Do us a favor and keep your "ews" to yourself.

4. DO be sensitive. If our dog is sick or our cat just had surgery, chances are we're not in the mood to go to a movie. Or get together for martinis. Or hear the details about the gorgeous leather boots you just bought. "The relationship between pet and owner is deep and real, and it is important that the pet lover be able to worry or mourn openly-as one might for a human loved one," notes Alexandra P. Allred, author of Dogs Most Wanted: The Top Ten Book of Historic Hounds, Professional Pooches and Canine Oddities. A little sympathy and understanding goes a long way.

5. DON'T break rules of discipline. Pet owners devote a lot of time and energy to training their dogs and cats, and unfortunately a few unintentional acts can undo a lot of hard work. Feeding a dog who is begging at the table, allowing a cat into rooms she shouldn't be in are all serious no-no's. Says Mills-Cannon, "A housemate of mine used to let my cat sleep on the coffee table when he was definitely not allowed to be up there. It didn't set a good precedent." Respect the rules we set for our pets, and if you're unsure what's acceptable, simply just ask.

6. DO ask before feeding our pet. In the old days it was considered appropriate to toss a pet any old table scrap, but not anymore. Our pets may have allergies, food sensitivities, or a few extra pounds. If you'd like to make friends with our dog or cat, ask us if you can feed a treat to him or her. We'll appreciate it—and you'll have a four-legged friend for life.

7. DON'T treat our pet like a toy. Though they're cute and cuddly, dogs and cats aren't here for your amusement—and they can be easily injured. Kathryn Gage of Birmingham, Ala., recalls the time a neighbor with little pet experience picked up Gage's "tiny, spindly-legged Italian Greyhound"—and accidentally dropped the animal. "She broke his leg!" she exclaims. More recently with her other dog, Gage was horrified when she noticed a friend blithely allowing her little boy to "ride my dog like he was a pony." When in doubt, look, but don't touch—or touch very gently—and teach your children to do the same.

8. DO send a small pet gift on holidays. Christmas, Hanukkah, Easter, Kwanzaa—whatever the holiday is, many pet owners make their dog or cat a part of the celebration. And that's perfectly normal: "Because the majority of people with pets consider their pets family members, it's not unusual at all for them to incorporate the animals into their family rituals," says Clifton Flynn, professor of sociology at the University of South Carolina Spartanburg and chair of the section on Animals and Society of the American Sociological Association. "Doing this is an important way for people to define their animals as unique, reciprocating individuals." It doesn't have to be big or expensive—wrap up a small rawhide or a tiny cat toy and we'll be thrilled.

9. DON'T mention money spent on "just a pet." When my two-year-old yellow Lab had surgery on both legs, my husband and I forked out a whopping $ 6,000 for the vet bill. Molly made a full recovery—but I can't count the number of people who exclaimed, "You're crazy to spend that kind of money on a dog!" One well-meaning acquaintance even said, "I would've just had the dog put to sleep." Excuse me? Euthanize a healthy two-year-old dog? The lesson: Never criticize cash spent on canine friends. After all, we don't tell you how to spend your money.

10. DO ask how our pet is once in awhile. Sure, a pet's not a spouse, or a baby—or even a human for that matter. But during a phone call or catching-up lunch, a small and simple gesture—"How's Scout doing?"—can make our day and show us you care. Graduate to the "Give Buddy a belly rub for me" level and you'll definitely be in our good books!

It may be endlessly difficult for many people to understand the unique relationship many of us have with our pets.  They are our children, and in that way are irreplaceable.  This theme tends to rise in the sad times when our pet's health begins to waver.  Over the past twelve years, I have helped thousands of people in the throes of pet sickness and pet loss.  Hopefully this advice may comfort you as well in times of need.

Undoubtedly, losing a pet is one of the most excruciating trials a person can undergo.  Over time, and perhaps instantly in many cases, pets come to inhabit an intensely personal and sentimental part of one's life.  They are forever friends, always close and unconditionally loving.  One's relationship with a pet is always unwavering and this inevitably comes due to a grand selflessness on the pet's part.

So how do we move forward once a pet is taken from us?  First of all, know that it is not only possible but critical and significant to do so.

Losing a pet is a monumental experience; its lessons dilate, helping us to navigate life's greater questions.  To sit by your pet as he or she experiences the sadder points of aging is to embolden oneself and come face-to-face with some of life's most enduringly painful, but significant experiences.

A major tip is latent in this comment:  be honest and open about it.  It is important not to live in denial or refuge after a pet's death.  Hard though it may be, it is ultimately vastly helpful to express your emotions as faithfully as they rise within you.  To confront a pet's death head on is to honor the immense feelings shared between you and your pet.  It is an exercise in love in the truest sense.  To give anything less would be to ignore the special space your pet occupied in your life.  It is helpful, to you, to find the courage to feel honestly and openly, for the sooner your emotions are acknowledged, the less time-consuming and difficult moving on will be.

It may be endlessly difficult for many people to understand the unique relationship many of us have with our pets.  They are our children, and in that way are irreplaceable.  This theme tends to rise in the sad times when our pet's health begins to waver.  Over the past twelve years, I have helped thousands of people in the throes of pet sickness and pet loss.  Hopefully this advice may comfort you as well in times of need.

Undoubtedly, losing a pet is one of the most excruciating trials a person can undergo.  Over time, and perhaps instantly in many cases, pets come to inhabit an intensely personal and sentimental part of one's life.  They are forever friends, always close and unconditionally loving.  One's relationship with a pet is always unwavering and this inevitably comes due to a grand selflessness on the pet's part.

So how do we move forward once a pet is taken from us?  First of all, know that it is not only possible but critical and significant to do so.

Losing a pet is a monumental experience; its lessons dilate, helping us to navigate life's greater questions.  To sit by your pet as he or she experiences the sadder points of aging is to embolden oneself and come face-to-face with some of life's most enduringly painful, but significant experiences.

A major tip is latent in this comment:  be honest and open about it.  It is important not to live in denial or refuge after a pet's death.  Hard though it may be, it is ultimately vastly helpful to express your emotions as faithfully as they rise within you.  To confront a pet's death head on is to honor the immense feelings shared between you and your pet.  It is an exercise in love in the truest sense.  To give anything less would be to ignore the special space your pet occupied in your life.  It is helpful, to you, to find the courage to feel honestly and openly, for the sooner your emotions are acknowledged, the less time-consuming and difficult moving on will be.

89% of Chinese herbal medicines purchased abroad contained 3 or more … – AMERICAblog (blog) [ BeritaTerkini ]

As part of our exposé on the poison that China calls “merchandise,” today we take a closer look at Chinese herbal medicine, which is often laden with deadly pesticides.

(Don’t miss our earlier coverage of the most recent Chinese pet treat scare.)

Greenpeace collected 65 samples of traditional Chinese herbal products from nine retail chains in nine different cities across China. 74% of the samples tested positive for pesticides. 

They also purchased 36 made-in-China medicinal herbs in seven major export markets in seven countries, including Virginia (Washington, DC suburbs), London, Toronto, Vancouver, Paris, Hamburg, Milan and Amsterdam. 89% of the samples contained three or more pesticides.

Among the products they tested were wolfberries, angelica, honeysuckle, Sanqi flowers and chrysanthemum.

Here are more details, it’s pretty horrifying.

Chinese herbs purchased in China

  • 74% of the samples bought in China tested positive for pesticides.
  • 50% of the samples contained traces of three or more pesticides.
  • 40% of the samples contained the residue of pesticides that have been banned in China.  The World Health Organization has classified some of the pesticides as “extremely” or “highly” hazardous.
  • 32% of the samples contained 11 to 40 pesticides each.
  • Some of the poison residue was 100 to 500 times the maximum European residue limit.

Chinese herb exports to western markets

  • 89% of the made-in-China medicinal herbs bought in western countries contained three or more kinds of pesticides.
  • 72% of the samples tested exceeded the safety levels set by European authorities. (Seven samples couldn’t be tested, so the percentage could be even higher.)
  • 47% of the samples showed residues of pesticides classified as “highly or extremely hazardous” by the World Health Organization.

Radio Free Asia reports that while China has excellent environmental laws, they’re rarely enforced because of the country’s endemic culture of corruption:

Campaigners say that China has an exemplary set of environmental protection legislation, but that close ties between business and officials mean that it is rarely enforced at a local level.

Beijing University of Science and Technology economics professor Hu Xingdou said there are few incentives for Chinese farmers to stick to the law when raising lucrative crops, however.

Chinese officials are either apathetic about enforcing the rules on pesticides, or they form part of corrupt protection networks that shield their members from the law, he said.

“The punishments for this sort of thing aren’t very severe in China,” Hu said. “Also, 99.9 percent of people are being protected from them.”

“It costs a lot to stick to the law, and very little to break it. There is very little enforcement capability.”…

“Often, they will produce fake or shoddy goods, or foodstuffs and medicines that are actually poisonous, and it’s very hard to trace who was responsible,” Hu said.

Don’t Leave Me! Why Do Dogs Have Separation Anxiety? [ BeritaTerkini ]

Does your dog have tendencies to destruction? Are you always worried of what you'll find when you get back home from work? Pee on the floor or worse, chewed furniture and shoes… Have your neighbors ever complained about your pooch's incessant barking, howling and whimpering? Though these signs can indicate bad training and a lack of education, they can also be symptoms of separation anxiety. Separation anxiety is triggered when the dog is upset because of separation from the people they're attached too. If your pup shows major distress when you are preparing to leave the house, this is not a sign of bad training, this is a sign that your pet is terrified by the idea of your absence.

Symptoms of separation anxiety can be: bad bathroom manners, barking and howling, chewing, digging and destruction, escaping, pacing and even coprophagia. When trying to escape at all cost, a dog can end up severely injured, particularly if he tries to get out from the windows.

There is no conclusive evidence showing exactly why dogs develop separation anxiety. However, because far more dogs who have been adopted from shelters have this behavior problem than those kept by a single family since puppyhood, it is believed that loss of an important person or group of people in a dog's life can lead to separation anxiety. Other less dramatic changes can also trigger the disorder. It can be a change of lifestyle, schedule, or residence and so on.

How to keep your dog from suffering of separation anxiety?

The first mistake to avoid is to scold or punish your dog, it will make him even more upset and worsen the problem.

If your dog suffers from mild separation anxiety, you can try to "counter-condition" your pet. The concept is the same as positive reinforcement. Your dog has to associate his fear with a good upcoming. You can for example give your pooch a puzzle toy stuffed with food that will take him a while to finish. Your dog can now associate your departure with treats, and won't be as distressed. Be sure to remove these special toys as soon as you return home so that your dog only has access to them and the high-value food inside when he's by himself.

If your dog suffers a higher level of separation anxiety, you may need to set up a more complex counterconditioning program. If your dog shows signs of anxiety as soon as you get ready to leave, you have to teach him that grabbing your keys or your jacket doesn't necessarily mean that you are leaving. For example, take your keys in your hand, and sit down on the couch for a while. Just like a cat who only see the cage for the annual visit to the vet, your dog has to unlearn the signs of your imminent departure. The second step is to start with very short departure. The idea is that your absences have to be shorter than the time it takes for your dog to become upset. You can, for example, teach your dog to sit or down and stay while you go to the other side of a door. Gradually increase the length of time you wait behind that door, out of your dog's sight. You can also work on getting your dog used to pre-departure cues as you practice the stay. For example, ask your dog to stay and then put on your coat, pick up your purse and go in the other room while your dog continues to stay. You can then gradually increase your absences. Remember to always remain calm and to congratulate your dog when he does well!

If, in spite of your training sessions, your dog cannot be left alone at all you can still consider various solutions. If possible, take your dog to work with you.  If you can't, arrange for someone to take care of him when you're away or take your pet to doggy daycare.

Another solution is the use of a crate which can be helpful for some dogs if they learn that the crate is their safe place to go when left alone. However, for other dogs, the crate can add to stress and anxiety. If putting your pooch in a crate is not possible, try to confine him in a part of a room using a doggy-gate.

Keep your dog busy! A lot of physical and mental stimulation is a major part of treating behavioral issues. Exercising your dog's mind and body can greatly enrich his life, decrease stress and provide appropriate outlets for normal dog behaviors. Additionally, a physically and mentally tired dog doesn't have much excess energy to expend when he's left alone.

And finally, when everything else has failed, medication might help. Consult with your veterinarian. Anti-anxiety medications with no habituation have recently been developed and can help your pet.

Texas women turned away at abortion clinics after court ruling [ BeritaTerkini ]

AUSTIN/DALLAS, Texas (Reuters) – Women seeking to terminate their pregnancies were turned away at clinics across Texas on Friday, providers said, after strict new regulations for physicians who perform abortions prompted a dozen facilities to stop offering them.

Facilities that continue to perform abortions were flooded with calls from women trying to find alternatives, clinic officials said.

“They’re calling from all over – Fort Worth, West Texas, all over Dallas, Oklahoma, everywhere,” said Betty Pettigrew, director at Routh Street Women’s Clinic in downtown Dallas, which has offered abortion services since 1978.

Offices were inundated with calls after a federal appeals court ruled on Thursday that a provision of a new Texas law that requires all doctors performing abortions to have an agreement with a local hospital to admit patients could go into immediate effect.

The provision was part of a sweeping anti-abortion law, passed in July by the Republican-led Texas Legislature, that also requires abortion clinics to meet heightened building standards, bans abortion after 20 weeks and requires strict adherence to federal guidelines in prescribing the so-called abortion pill.

Hours after the decision from the U.S. Fifth Circuit Court of Appeals, managers or employees of 12 clinics from El Paso to Dallas to the Rio Grande Valley said their facilities would either drastically reduce the number of procedures, or stop providing abortions altogether.

Opponents had warned before the court decision that abortion services at nearly one-third of the state’s 32 clinics and an additional half dozen ambulatory centers that also offer the procedure could immediately halt as soon as the law went into effect because many doctors have not been able to gain admitting privileges.

“Unfortunately, we are having to close today and tomorrow, but we will be open next week seeing patients as normal,” said Tenesha Duncan, administrator at Southwestern Women’s Surgery Center in Dallas. The doctor on duty Friday and Saturday does not have admitting privileges, she said.

Anti-abortion groups who support that law questioned why some clinics had been able to meet the new requirements and not others. They said the requirement that doctors performing abortions have admitting privileges was enacted to enhance safety for women.

“We have to make sure that abortions are done in a manner which is consistent with accepted safety standards,” said Joe Pojmann of the Texas Alliance for Life in Austin.

Some 45 women were denied their previously scheduled abortions at Whole Woman’s Health clinics in Fort Worth, San Antonio and McAllen, Texas, on Friday, said Amy Hagstrom Miller, chief executive officer and founder of Whole Woman’s Health, which operates four clinics and one ambulatory surgery center in Texas.

“They were all in tears,” Miller said. Some of Whole Woman’s clinics are open for now because they still must do required follow-up appointments for women who have already had abortions.

Two of that network’s facilities will have to shut down completely in a matter of weeks – staff let go, buildings sold – if they cannot gain admitting privileges because abortions comprise 90 percent of their services and the company cannot afford to run those offices without that revenue, Miller said.

“We specialize in abortion care because in most communities, there are plenty of family planning and ob-gyn services, and it’s really abortion care that’s underserved,” she said.

The group’s clinic in San Antonio, which is currently open five days a week, will have to reduce its hours to once or twice a month because the only physician with admitting privileges at that facility lives on the East Coast and is flown in for procedures, Miller said.

Harlingen Reproductive Services in South Texas halted abortions but remained open for other women’s health services, said Angie Tristan, clinic administrator said.

At Reproductive Services in El Paso, officials are hopeful that they can soon gain admitting privileges for its physician.

“We hope to be back up and running with abortion services next week,” administrator Gerri Laster told Reuters.

Some of the clinics that are closing or discontinuing the procedure may resume if their doctors can gain admitting privileges, clinic officials cautioned, though many hospitals are reluctant to do so for religious or business reasons.

No clinic had reported any official closings to the Texas Department of State Health Services, which tracks licensed abortion facilities, by Friday, said agency spokeswoman Carrie Williams.

China to end use of prisoners’ organs for transplants in mid-2014 [ BeritaTerkini ]


HANGZHOU, China (Reuters) – China plans to end its controversial practice of using the organs of executed prisoners for transplants by around the middle of next year, a senior official told Reuters on Saturday.

China is the only country that still systematically takes organs from executed prisoners for use in transplant operations, a decades-long practice that has drawn widespread international criticism.

Beijing said in August it would begin to phase out the practice this month, and health officials have previously said China must stop using dead inmates’ organs to “build a positive image that benefits the country.”

By mid-2014, all hospitals licensed for organ transplants will be required to stop using organs from executed prisoners and only use those voluntarily donated and allocated through a fledging national system, said Huang Jiefu, former deputy health minister who heads the organ transplant reform.

Huang would not give an exact date except that it will be following the end of a separate campaign by the ruling Communist Party designed to get officials closer to the people, which is expected to end between May and July.

Details of the plan will be announced at a meeting of health officials and hospitals in the eastern Chinese city of Hangzhou later on Saturday.

VOLUNTEER PROGRAMMES

To cut back on its dependency on prisoners’ organs, China has launched pilot volunteer organ donor programs in 25 provinces and municipalities since February, with the aim of creating a nationwide voluntary scheme by the end of this year.

The number of transplants using donated organs has jumped to more than 900 cases in the first seven months of this year from 245 in 2011, but is still less than half the number of organs from death-row inmates, according to data provided by Huang.

Rights groups say many organs are taken from prisoners without their consent or their family’s knowledge, something the government denies.

A decrease in organ supply as a result of the ban on using death-row inmates’ organs will put more pressure on China’s nascent donation system.

Organ supply still falls far short of demand due in part to the traditional Chinese belief that bodies should be buried or cremated intact. An estimated 300,000 patients are wait-listed every year for organ transplants, and only about one in 30 ultimately receives a transplant.

The shortage has driven a trade in illegal organ trafficking, and in 2007 the government banned transplants from living donors, except spouses, blood relatives and step- or adopted family members.

Obama says ‘concerned’ about Los Angeles airport shooting [ BeritaTerkini ]


WASHINGTON (Reuters) – President Barack Obama said on Friday that he is concerned about a shooting at the Los Angeles International Airport on Friday that killed one person and wounded at least six other people.

“We’re concerned about it, but I’ll let law enforcement folks talk about it directly,” Obama told reporters in the Oval Office after meeting with Iraqi Prime Minister Nuri al-Maliki.

Nexus 5: Should be your next Android? [ BeritaTerkini ]

Google has taken the covers off the Nexus 5, its latest Nexus smartphone and the successor to the popular Nexus 4. This time around it’s not an “a n other” smartphone however, but something a lot more powerful.

The handset features a 5-inch 1920 × 1080 display (445 ppi), 1.3-megapixel front-facing camera, 8-megapixel rear-facing OIS camera, and 2.3GHz quad-core Qualcomm Snapdragon 800 processor.

It will come with either 16GB or 32GB of storage, 2GB of RAM, Wi-Fi (2.4G/5G) 802.11 a/b/g/n/ac, NFC (Android Beam), and Bluetooth 4.0.

It also runs the latest version of Android, Android 4.4, which has also been dubbed KitKat; Google have a fascination with calling its operating system versions after sweets or deserts. The previous iteration was called Jelly Bean.

Android 4.4 in itself brings a number of new enhanced features including a slightly tweaked design, better voice search and new enhancements to multitasking.

Five stand out features

It’s powerful

The Nexus 5 features the top of the range Snapdragon processor that’s also found in the likes of the Sony Xperia Z Ultra. That means in theory it can process 4K video, let you listen in Dobly 7.1 surround sound and is faster than virtually every other phone on the market.

The display

The Nexus 5 screen comes in at 5-inches with an IPS LCD display and a resolution of 1920 x 1080, giving it a pixel density of 445ppi. It’s bright, it’s colourful and very sharp.

4G

It has a 4G chip that will work most places in the world where you can get 4G and on all the UK and US networks except Verizon. That’s handy for surfing all those webpages you plan on no doubt looking at.

Android KitKat

It features the latest operating system from Google allowing you to gloat at all your other Android mates phones as they won’t have it for a while if ever. The new software brings with it a host of features including more attention to the camera, native printing from Android and options to control your call plan straight from the operating system.

Better camera than the Nexus 4

The Nexus 5 comes with the same sensor, but adds optical image stabilisation. It is now equipped with Photo Sphere for knitted 360-degree shots, HDR+ which takes burst shots and automatically chooses the best, and Auto Awesome which appears to improve photos in your library to share – much like Google+ does.

Quick Verdict

Overall, this is arguably the best Android handset on the market – and we think it should see Google making inroads into the high-end smartphone market, where it has traditionally struggled against Apple.

KitKat also raises the possibility of Google finally addressing the fragmentation issues that had plagued app developers, and Google promises it will run on every Android handset, high or low end, released in 2014.

While it’s unlikely to persuade iPhone owners to switch, the Nexus 5 is a much needed handset, showing that Google really does understand that quality hardware and attention to detail is as important as having good software.

Lou Reed Was ‘A Prince and a Fighter,’ Laurie Anderson Recalls [ BeritaTerkini ]

Rocker’s wife pays tribute to ‘incredible joy he felt for life’

Laurie Anderson remembered her husband Lou Reed as “a prince and a fighter” and for “the incredible joy he felt for life” in a letter published yesterday in The East Hampton Star on Long Island. Reed died Sunday at 71 of liver disease while the couple were at their home in Southampton.

“Lou was a tai chi master and spent his last days here being happy and dazzled by the beauty and power and softness of nature,” Anderson wrote. “He died on Sunday morning looking at the trees and doing the famous 21 form of tai chi with just his musician hands moving through the air.”

Reed and Anderson, a performance artist and musician, began dating in the late Nineties and married in 2008. Her most recent album was Homeland in 2010.

What a beautiful fall! Everything shimmering and golden and all that incredible soft light. Water surrounding us.

Lou and I have spent a lot of time here in the past few years, and even though we’re city people this is our spiritual home.
Last week I promised Lou to get him out of the hospital and come home to Springs. And we made it!

Lou was a tai chi master and spent his last days here being happy and dazzled by the beauty and power and softness of nature. He died on Sunday morning looking at the trees and doing the famous 21 form of tai chi with just his musician hands moving through the air.

Lou was a prince and a fighter and I know his songs of the pain and beauty in the world will fill many people with the incredible joy he felt for life. Long live the beauty that comes down and through and onto all of us.

New faces of health overhaul: Still all smiles [ BeritaTerkini ]


PORTSMOUTH, N.H. (AP) — It didn’t take long for the friendly-looking young woman whose face was splashed across HealthCare.gov to spiral from smiling stock photo to laughingstock. As it scrambles to correct problems with the website, the Obama administration is now asking people who have successfully purchased health insurance to let their pictures be used instead.

Two of them told The Associated Press they found the site easy to navigate, were happy with the plans they purchased and were eager to share their stories in any format, including become the new face of the health care overhaul.

Not long after she enrolled on Oct. 3, Deborah Lielasus of Portsmouth was contacted by the Department of Health and Human Services and asked to appear both in a video describing her experience and in photographs that could replace the stock photo. She agreed, in part, to set an example for her children.

“I think it’s important to show them that you shouldn’t hide from being honest and being sincere and talking about something that you believe in,” she said. “Although family members have said to me, ‘You don’t need this, don’t do this, because you’re just going to get hurt,’ I have felt like it is important.”

Opponents aren’t impressed. “The White House should focus more on fixing their flawed law and less time trying to prove their law isn’t broken,” said Kirsten Kukowski, spokeswoman for the Republican National Committee.

Since the problem-plagued site launched Oct. 1, the stock photo has become the butt of jokes. The satirical newspaper The Onion posted an altered photo of the cover girl “visibly panicking,” and others have dubbed her “Glitch Girl.”

The department declined to comment specifically on whether Lielasus’ picture will have a place on the HealthCare.gov home page, on which the stock photo has been replaced by icons representing various enrollment methods. It also declined to comment on the broader marketing campaign, which so far includes posting video of Lielasus and another person on social networks, along with a dozen or so images and quotes praising the health care law.

Since her video was posted, Lielasus has been criticized in news reports, online comments and personal emails for describing HealthCare.gov as easy to use even though she didn’t enroll until three days after the site launched. But she wasn’t sitting at her desk for 36 hours straight — she spent about an hour total over those three days — and once on the site, it was easy to navigate, she said.

“I’m not a fool,” she said. “I saw that there were issues logging on and staying logged on, but I also saw that the site itself, once they’re able to overcome those problems, is going to be a really user-friendly, attractive site that people of all ages and technical abilities are going to be able to manage.”

In Orlando, Fla., 22-year-old Daniel McNaughton said his experience was similar. Like Lielasus, McNaughton said it was a Facebook post about his experience with HealthCare.gov that caught the administration’s attention and led to his participation in the online video.

McNaughton, a student at Valencia College, said he will be paying $ 70 per month for a plan that covers “anything I could possibly need.” That’s about what he’s paying now for a catastrophic plan that covers only three doctor visits per year. McNaughton said he looks forward to not having to guess whether he needs antibiotics for the sinus infections he gets every winter.

“I won’t have to ration my doctor’s visits,” he said. “It gives me good peace of mind.”

He told administration officials it was “more than OK” with him if they wanted to use his picture on HealthCare.gov.

“I think it would be a good thing to put my picture or others who’ve enrolled,” he said. “It might make it easier for people to relate to what’s going on with the exchange.”

BANGALORE (Reuters) – Free shipping on a 100 rupee (1 pounds) book. Delivery times guaranteed to the minute.

These are some of the incentives the world’s biggest online retailer Amazon.com Inc is using to entice Indians to shop on the web, a sector where growth has been stifled by payment problems, low Internet usage and a challenging logistics environment.

Amazon’s investors are counting on its international business and expansion to help drive growth and support its $ 165 billion (103 billion pounds) market value, one of the highest among U.S. firms.

India is Amazon’s third emerging market investment after Brazil and China, and one Vice President and Country Manager Amit Agarwal said would take time to pay off.

Most Indians do not own a credit card, and less than half the 152 million Internet users have shopped online. Then there are the bad roads, the snarled bureaucracy and the petty bribery that greases business.

The potential, however, is vast.

Online retail sales in India are forecast to grow more than a hundred-fold to $ 76 billion by 2021 from just $ 600 million at the end of 2012, retail consultants Technopak said. E-tail sales in China, by comparison, are expected to grow to $ 650 billion by 2020 from around $ 200 billion in 2012, consultants McKinsey predict.

“A lot of invention is required to capture the potential of this market and our focus is to build this,” said Agarwal, who returned to India to head Amazon’s business after 14 years with the company in the United States.

“We are going through a lot of trial-and-error to fix problems on the ground,” he told Reuters at Amazon’s India office in the technology hub of Bangalore.

CONVINCING INDIANS TO CLICK

Indians, on average, spend between $ 24 and $ 35 per online transaction, a figure dwarfed by the $ 150-$ 160 spent by U.S. shoppers online per transaction, according to data from U.S. based analysts comScore and Retail Decisions.

Agarwal spent two years advising Amazon’s founder Jeff Bezos at the company’s Seattle headquarters, and believes Amazon’s long-term strategy will work in India like it did in the United States, where the company ran up losses for years.

“Right now we are focused on giving customers great service and making sure they shop more,” he added, sitting behind a large desk that he brought back with him from Seattle.

Amazon’s biggest local rival is Flipkart, set up by two ex-Amazon employees in 2007 and which has yet to turn a profit.

Since July, Flipkart has raised $ 360 million from investors that include South Africa’s Naspers Ltd. It said it aims to have $ 1 billion in sales by 2015.

Agarwal would not give any forecasts or figures, but said Amazon’s investments in India have a 7- to 10-year horizon.

He said Amazon was building its own logistics network, which it can leverage when the rules change and it can sell directly to consumers. Indian regulations now prevent international e-tailers from making direct sales.

MADE FOR INDIA

Amazon’s initial entry into India was through the 2012 launch of Junglee.com, a price comparison site that gave it insight on what consumers want to buy and are willing to pay.

Amazon’s India website, set up in June, is currently a market place for other vendors, in line with regulations.

Amazon is working with these local vendors to ensure goods are packaged properly to speed up delivery, Agarwal said. It is also training local couriers to make good on its promised delivery times in Mumbai, New Delhi, Kolkata and Chennai.

“We receive items from sellers in all kinds of situations. Most of them are not packed properly, stickered properly and that increases the delivery time,” Agarwal said.

“Even if you go to really large sellers they don’t know how to describe their item because they have never had to have a digital catalogue.”

An unstable Internet banking system means online payments often fail, frustrating buyers and leading to abandoned purchases. Agarwal said Amazon uses a made-for-India system that keeps orders active and allows the customer to try again. The option of cash on delivery is also offered.

To avoid shipments getting stuck at toll booths or held up by police demanding bribes, Amazon gets all the permissions and documents required, as well as extra permits, just in case.

“We are not cutting corners. It is taking a longer time to build things but compliance is important and that takes care of blockages on the road to a large extent,” Agarwal added.
